Executive Committee Meetings

SAFCA Executive Committee meetings are  scheduled for the first Thursday of each month at 4:00 p.m. This meeting is a SAFCA Project briefing given by staff. Meetings are held at the Sacramento County Administration Building, 700 H Street, Sacramento, CA 95814 in Hearing Room 2. No virtual component.

Board of Director’s Meetings

The SAFCA Board of Directors Meetings are scheduled for the 3rd Thursday of the month at 3:00 p.m. Meetings are held at the Sacramento County Administration Building, 700 H Street, Sacramento, CA 95814 in the Supervisor’s Council Chambers. No virtual component.

Submit Public Comment

Public Comments can be made at the Board of Director’s Meeting by filling out a Request to Speak form, which will be located on the table at the back of the Council Chambers, and taken up to the clerk; or, a written comment may be submitted by email to: SAFCABoardClerk@saccounty.gov. Submissions made by email, must be submitted by 12 p.m. the day of the meeting. Public comments will be read into the record at the meeting. All Public Comments are limited to three (3) minutes.

The Sacramento Area Flood Control Agency (SAFCA) proposes to provide a benefit to the flood control system by constructing improvements to the Morrison Creek and Beach Lake levees funded in part by a Federal Emergency Management Agency (FEMA) grant. The project would raise approximately 17,550 linear feet (LF) (or 3.3 miles) of the existing levees, by regrading the existing levee crowns and performing minor landside slope fills; removing and replacing approximately 1,279 LF of existing floodwalls, and constructing an additional 437 LF of new floodwall; landside slope flattening, repair of an existing Union Pacific Railroad stoplog structure, construction of a new levee turnaround, and nature-based solutions enhancing the ecological function and long-term resilience of the levee system.

SAFCA has prepared an IS/MND in accordance with the requirements of the California Environmental Quality Act (CEQA) and the State CEQA Guidelines and SAFCA is requesting permission from the U.S. Army Corps of Engineers (USACE), Sacramento District, pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 USC 408), for the alteration of Federal flood management facilities.

The IS/MND is being circulated and is available for public review and comment for a 30-day period beginning on August 6, 2026 and ending on September 7, 2026.

All comments must be received by SAFCA by 5 p.m. on September 7, 2026.  SAFCA’s Board intends to consider adoption of the IS/MND at its regularly scheduled board meeting on September 17, 2026 at 3:00 p.m., to be held at the Sacramento County Board of Supervisors’ Chambers located at 700 H Street, Sacramento, CA 95814. This meeting is open to the public.
