About SAFCA

Joint Exercise of Power Agreement

Sacramento’s vulnerability to devastating flooding, and the large number of people at risk in the area, led state and local leaders in 1989 to form the Sacramento Area Flood Control Agency (SAFCA)[SAFCA Act]. Established by the California Legislature to coordinate flood control on a regional basis, SAFCA is a "joint powers agency" consisting of:

City of Sacramento
County of Sacramento
County of Sutter

American River Flood Control District
