Following a review of test results, the U.S. Army Corps of Engineers (Corps) has determined that a portion of the slurry wall adjacent to the Mayhew Drain is not acceptable and must be replaced. This work will delay construction of the Mayhew Drain Closure Structure. For further information, please read Items 4 and 5 below.

Construction of Improvements to Mayhew Levee and Drain
The U.S. Army Corps of Engineers (Corps), in partnership with the Central Valley Flood Protection Board (formerly the Reclamation Board) (CVFPB) and the Sacramento Area Flood Control Agency (SAFCA) is constructing flood improvements to the Mayhew Levee and Drain.
The work comprises raising and widening the existing levee, and constructing a slurry wall beneath the levee. A closure structure will be constructed near the mouth of the drain to prevent American River waters from backing up the drain, while still allowing internal drainage to drain to the American River.
A contract was awarded to FCI Constructors (FCI) in August 2007, and FCI began work in March 2008. About every two weeks, we will update this webpage with a description of the activities expected to occur in the subsequent two weeks.
During the construction period, approximately March 1, 2008 to the end of December 2008, the Project area from the Mayhew Drain to the east end of the project (about 1,500 feet east of the Grist Mill Access) is closed to public access 24 hours a day/7 days a week. Both the Grist Mill Access point and the Kansas Avenue Access point is closed. Entering the fenced area of the project area is strictly prohibited until further notice. The walking path immediately adjacent to the American River remains open, but this can only be accessed from points east or west of the Project area. Please leash your dogs when walking along the outside of the orange fencing, near the construction area. We appreciate your cooperation and your respect for these temporary restrictions. Allowing the contractor to focus on completing the improvements benefits everyone.

UPCOMING CONSTRUCTION ACTIVITIES
August 26, 2008
At the August 26, 2008 construction meeting, the contractor indicated the following activities are projected to occur in the next few weeks.
- Construction signs have been installed at the Grist Mill Entrance and Kansas Avenue Access points. Both the Grist Mill and Kansas Avenue access points have been closed for the duration. No access to the American River and the Parkway will be allowed through Grist Mill and Kansas Avenue access points. Access will only be restored at the completion of construction activities, currently estimated to occur in October 2008. We continue to experience intrusion into the construction zone. For safety, the contactor installed chain link fence along the southern edge of the construction zone. The chain link fence will be removed at the completion of this year’s construction activities. Security guards will be on-site during the evening hours and on weekends, until about October.
- The slurry wall in the Mayhew Levee was completed last Saturday. The contractor is now demobilizing the equipment and cleaning up the site.
- With the slurry wall complete, the contractor will focus all their efforts on raising and reshaping the levee to the final configuration, beginning at the west end. This will continue through mid-September. Beginning about September 9, the contractor will import the remaining 30,000 cubic yards of material. This activity will last about 2 weeks and will involve about 40 trucks per hour visiting the site. As the trucks are limited to 10 MPH, residential traffic in the area will be impacted. The school crossing guard will be added to the intersection of Mira Del Rio and Linda Rio.
- Work on the Mayhew Drain Closure Structure has been stopped. The results from the Quality Control Program found that about 250 feet of slurry wall by the proposed closure structure does not meet specifications and needs to be replaced. Work on the replacement slurry wall was started and then suspended. During the replacement work, the contractor has encountered some unanticipated soil conditions, and the U.S. Army Corps of Engineers (Corps) evaluated the situation. The Corps has decided to use a different approach, called “Cutter Soil Mixing” (CSM) to construct the slurry wall. The CSM approach is similar to drilling a hole, about 12-inches in diameter, in the ground and then mixing the cement, and bentonite, with the native material, right in the newly drilled hole. Test sections were constructed on August 21/22. The test sections will be allowed to cure for 7 days and then tested. Assuming the test results are acceptable, construction of the remainder of the CSM wall is scheduled to start on Monday, September 2, and take about 2 weeks to complete. This will be done on a Monday through Saturday schedule.
- The Corps has decided to defer construction of the closure structure until 2009. The Corps believes there is insufficient time before the start of flood season to complete the closure structure. Rather than run the risk of staring the flood season with an incomplete closure structure in the Mayhew Drain, the Corps has decided to start and complete the closure structure in 2009. This will not have any affect on the levee certification, currently scheduled for mid-2009.
